While using PTS on a Nokia 7760, in Protocol analyzer, the attach procedure is expecting attach on CS domain, while the UE is sending an RRC connection request on PS.
To solve the problem, you need to change the UE settings. It is currently set up to auto attach, but it should be registering in CS only. To change the UE behavior(this is for a Nokia 7600), go to Menu>Connectivity>GPRS, and set the option GPRS Connection to 'When Needed'.
