Can I measure phase noise with my MS2721B spectrum analyzer?

Yes, with limitations. The oscillator being measured must have worse phase noise than the instrument does. The measurement of phase noise is done in units of dBc/Hz at a particular offset from the carrier. Set a reference marker on the peak of the carrier and turn on the associated delta marker. Set the delta marker offset to the point at which you want to measure and change the marker type to "Marker Noise".  The delta marker value will show the measurement in dB, which is dB below the carrier amplitude normalized to a 1 Hz bandwidth. Use a trace averaging value of at least 20 to minimize amplitude flucuations.
